Place the scaling-laws explainer before the EDCR one

Details

Per request: the interactive scaling-laws (TPP coverage) section now leads the
two explainers in the page flow (now -> scaling-laws -> EDCR -> about). Script
load order in v3.html is unchanged — the two explainers are independent globals
that init by element id, and the tpp-optim -> tpp-core -> tpp-explainer
dependency order is preserved.
