Per-element polish + token-pass fixes

Details

Fix the contact heading (the one section head left un-retokenized, so it
out-scaled its siblings); make section titles a fluid clamp so they keep
authority on wide desktop; balance the stats labels; demote the cards'
resting left-border to --v3-line-soft (accent reserved for hover, per the
accent-discipline goal); restore a faint resting underline on contact
identity links; animate project link underlines in on hover.
